Overview of Copper/Aluminium Import Monitoring System(NFMIMS)

The Government of India has modified the import regulations for copper and aluminium under chapters 74 and 76, and has made registration through the Non-Ferrous Metals Import Monitoring System (NFMIMS) mandatory for imports, under DGFT Notification No. 61/20152020, Dated 31st March 2021.

Following registration under NFMIMS, the importer will receive a Unique Registration Number (URN) that begins with the letters "NFS."

The registration must be completed no earlier than 60 days before the anticipated arrival date of the import cargo and no later than 5 days after that date.

The failure of Copper/Aluminum importers to register under NFMIMS in advance or the discovery of incorrect data being provided in the online system will result in legal action, including action under the FTDR Act, 1992.

Objective of Copper/Aluminium Import Monitoring System (NFMIMS)

The NFMIMS was created with the intention of enabling the Indian government to continuously update a database with information about copper and aluminium products imported into India.

The information obtained through the NFMIMS aids the government in developing and enacting effective import policies.

According to the notification, online registration is required for 43 import products from chapter 76 of the aluminium industry and 46 import products from chapter 74 of the copper industry in order to obtain a registration number or NFMIMS licence.

Payment Requirements and Registration Number/NFMIMS Licence Validity

The application fee of Rs. 500/- is required to get the registration number under NFMIMS.
The validity of the Registration number or NFMIMS license would be 75 days from the approved date.

Documents/Details required to get registration number

There are certain documents and data that need to be kept on hand in order to obtain the registration number for the NFMIMS licence.

Procedure to get the registration number/License under NFMIMS

To apply online for an import under the Import Monitoring System (IMS), visit the government's official website.

  • Choose Copper under the Ministry of Mines tab to obtain the registration number needed to import goods covered by Chapter 74, or choose Aluminium to obtain the registration number needed to import goods covered by Chapter 76.
  • A new registration option would be available on the following page after picking the Copper or Aluminium option.
  • Start by entering the necessary information from the list above.
  • If the exporter, importer, country of origin, and port of exportation are all the same, several items may be added in a single application.
  • The licence needs to be filed for each shipment.
  • The declaration tab's terms and conditions should be accepted.
  • After paying the registration cost, submit the application.

Once the application has been submitted on the portal, the registration number and NFMIMS licence will be generated instantly.
Only the registration number and expiration date of the registration number must be entered by the importers of copper and aluminium in the bill of entry.

Modification/Cancellation of registration number/license under NFMIMS

Once the application has been submitted on the portal, the licence under NFMIMS cannot be modified. From the draught area of the website, the online application's draught details can be changed.

Similarly, once a licence application has been submitted, it cannot be cancelled. You can remove the draught application from the portal.

After the cancellation, there is no provision made for the fee reimbursement.

When the NFMIMS system is improved, modification, cancellation, and fee refunds after submission can be reviewed.
